He's a cheerful, wildly enthusiastic boy, in fact, and, in the animated "The SpongeBob SquarePants Movie," he's on an undersea quest to find crabby King Neptune's crown and get a promotion at the crab shack where he works. "The SpongeBob SquarePants Movie" makes good use of the citrus-fruit color palette, the characters are vivid, and the film has some of the anarchic loopiness of the old Looney Tunes cartoons (even David Hasselhoff, in a live-action scene, comes off pretty well). But it runs out of steam about halfway through. Like a "supersized" episode of a half-hour sitcom or a cute kid stalling to avoid bedtime, it overstays its welcome.
